They are there to SELL you on rental cars, timeshares, excursions, etc. All of that can be done through the hotel concierge if you actually want it. The advice we were given is "don't make eye contact, keep walking straight thru to the outside of the terminal where you will get the shuttle to the rental car agency or pick up the shuttle to your hotel. do not be afraid to say no!"
